INVESTIGATOR CHALLENGES:

Law enforcement can spend days unearthing leads to a criminal investigation. The appropriate paperwork needs to be filed, vetted and approved. Once approval is met, the search begins. Hundreds of man hours are spent looking for possible ties to an inmate or a crime. Thousands of dollars are spent holding suspects for questioning.

REAL-LIFE STORY:

A 30-year-old suspect shot Oklahoma County Sheriff, Major John Waldenville in the face while he worked an off-duty security job at Cattlemen’s Steakhouse. The assault took place as the officer was making a bank deposit just after closing. The suspect was arrested but pleaded not guilty to the charges. Corporal Investigator Jason Bass’ challenge was to find the bag of money the suspect stole from the officer. He looked to Telmate for help.

REAL-LIFE SOLUTION:

Bass, together with a team of investigators listened to the suspect’s phone calls through the Telmate system for over 5 months. During a conversation with his girlfriend, the suspect directed her to retrieve a bag of money. Investigators located her using information available through Telmate Verified, an automated identity verification system that is the core of Telmate Investigator tools. The suspect was ultimately arrested because Bass both unearthed and tracked down a crucial piece of evidence using the tools.

Gary Man to Serve 55 Years In Prison

CROWN POINT | On the eve of a jury trial, a Gary man admitted to shooting to death a man in 2013 and wounding a woman.

Anthony T. Williams, 29, pleaded guilty Friday to murder and attempted murder, a Class A felony. As part of the agreement, Williams is expected to be sentenced to 55 years in prison.

A woman was giving Williams and Damian Reedus a ride home early Dec. 2, 2013, when they stopped at a stop sign near the intersection of 21st Avenue and Vermont Street in Gary. For unknown reasons, Williams shot Reedus in the back of the head, according to court records.

Williams admitted to also shooting Reedus in the neck, according to the agreement. Williams shot the woman in the neck as she continued driving.

According to court records, Williams allegedly told the woman, “You have to die, too. You saw my face.” He then got out of the car and pulled the woman out of the driver’s seat.

Williams pointed a gun at the woman and fired a shot, but the gun did not go off, according to the affidavit. The woman was able to run away and seek help.

Reedus, 34, of Gary, died at the scene from the two gunshot wounds, officials said.

The agreement states that days after the shooting, officers found a .380-caliber handgun in Williams’ bedroom, which would later match bullets recovered from Reedus’ body.

In November, Lake County Criminal Judge Salvador Vasquez stripped Williams of mailing and Telmate privileges at the jail after correctional officers found a letter Williams wrote asking someone to threaten a witness in the case.

Vasquez found Williams in contempt of his order last week after correctional officers found a letter he tried to mail, which used slang that could be interpreted as more threats against the witness.

Correctional officers also found Williams unsuccessfully tried to use other inmates’ information to make calls through the jail’s Telmate system.

Defense attorney Jamise Perkins asked Vasquez on Friday to reinstate her client’s privileges in the jail. She said since the order was issued last year, Williams has been confined to a jail cell for 23 hours each day.

Deputy Prosecuting Attorney Michelle Jatkiewicz asked Vasquez to deny the request because Williams could still try to seek revenge against a witness.

Vasquez said Williams’ grandmother would be the only person allowed to communicate with him, and allowed Williams to buy hygiene and food from the jail’s commissary.

Williams, who was previously scheduled to stand trial next week, will be sentenced April 10. In addition to the 55 years, he will serve three months in prison because he was found in contempt of court.

Correctional facilities constantly look for ways to manage inmate behavior by providing them with positive resources, outlets and activities. In the past, jails provided inmates a library of books, exercise programs, continuing education classes, television in day rooms, and entertainment in the form of arts, crafts and games. But with declining budgets and limited recreation space, what new cost-effective measures can facilities turn to?

SOLUTION:

Recent advancements in technology have opened the door to a host of new and more effective options that allow inmates to positively utilize their time during incarceration. In 2014, Lake County took a giant technological leap with the installation of inmate tablet technology in their newly renovated jails. Kitsap County Inmate Requests Go Paperless with Tablet Technology

CHALLENGE:

From bills to magazine subscriptions, to documentation management and beyond, the movement to go paperless is everywhere you go. Jails are no different.

Traditionally, inmates would submit a medical request or a grievance by writing it on a piece of paper and placing it in a box. The box would then be taken to the appropriate office for review. The office would then have to prepare a response and send that to the appropriate channels for approval. Once vetting took place, the request along with the approved response was sent back to the inmate and any appropriate action was taken. Not only would it take days to resolve an issue, but it was also quite cumbersome for both the staff and the inmates to communicate. In addition, this manual paper trail was often difficult to monitor and record in support of any subsequent audit.

Kitsap County knew there had to be a better way to make this process more efficient for jail operations. They went to Telmate for help.

SOLUTION:

Telmate Investigator Saves Gary Woman From Becoming a Homicide Victim

The criminal investigation process is complex. Today investigators are dealing with ever growing numbers of cases and complex evidence sources. The quicker evidence is found, the faster investigators can apprehend suspects and possibly save a potential victim. So how do investigators compete with tight deadlines, fast-moving targets and imminent threats.

CASE NOTES:

The Lake County Indiana Sheriff’s Department utilizes Telmate Investigator Tools to listen to the conversations of suspects in custody. In February, 2015, jail staff intercepted a letter written by local Gary, Indiana man Anthony Williams, asking someone to threaten a witness in his 2013 murder case. Using Telmate Investigator, Detective Sergeant Jamie Harris was able to quickly gather information and track down Aja Jester, the intended victim and witness.

SOLUTION:

Williams’ phone calls and written letter led investigators to believe he was coordinating the murder of Jester. They immediately placed Jester in protective custody and located the man Williams had ordered to kill Jester. Williams recently pled guilty to murder and attempted murder, a Class A felony. What’s more, a judge found Williams in contempt of court for violating the terms of his mail and his Telmate privileges. As part of the agreement, Williams is expected to be sentenced to 55 years in prison.

Telmate Verified Leads Oklahoma Investigators To 2-Month-Old Missing Baby

CHALLENGE:

A 2-month-old infant who went missing for several days was found after investigators went to the Oklahoma County Detention Center where the mother, Megan Rogers, is currently being held. Afraid that her child would end up in the biological father’s custody, Rogers had refused to tell investigators the baby’s whereabouts. With no credible clues on the infant’s location, Child Protective Services reached out to Investigator Brandon Davis of the Oklahoma County Sheriff’s office for help.

CASE NOTES:

Davis immediately turned to Telmate, the jail’s phone technology provider, for possible leads. He reviewed Roger’s phone call history from the jail using Telmate Investigator, Telmate’s powerful suite of investigator tools.

Using the automated identity verification tool known as Telmate Verified, Davis traced frequent calls that were being made to the infant’s grandmother. Those conversations later led investigators to Durant, Oklahoma, where a family member was caring for the infant.

SOLUTION:

“Utilizing Telmate saved an amazing amount of time in regards to not having to conduct interviews with suspects and chase down half-truths of the whereabouts of the missing child,” said Davis. “Thanks to Telmate Investigator, it was easy to find the location of the baby and who she was with.”

The Durant Police Department was able to locate the infant and take her into safe custody. Investigator Davis was grateful to report the baby wasn’t harmed and was also reunited with the family of its biological father.

APRIL 1, 2015 -INDIANAPOLIS, IN – Retired Sheriff and Executive Director of the Indiana Sheriff’s Association, Steve Luce, was named Telmate’s April Hero of the Month.

Luce has been a public servant for over 30 years. “Public service is being a part of a community and being there for each other to support a team,” said Luce, whose core values about strong community commitment were shaped early on, as an athlete playing football, baseball and hockey.

In the role of the executive director, Luce’s mission is to protect the Office of the Sheriff, not only in Indiana but all over the country. Luce is proud to be part of a Sheriff’s office that encompasses so much history, as well as being the highest chief law enforcement in the county. “Not only do we provide public service for citizens, we also service courts and offenders and are often the middle person when it comes to education and supporting their families.”

Part of Luce’s job is to find products and services that are going to be of value to the Sheriff’s office, such as streamlining operations and creating objective classification in jail. Volunteers Teach Kids to Think Outside the Box and Inside the Computer

The thought of dissecting a computer is extremely intimidating for most people but for Boys and Girls Club members, the experience was both a treat and a challenge worth taking!

Last week, the Boys and Girls Club led a Spring Break STEM Camp — a hands-on science, technology, engineering, and math event where students learn through activities using scientific and engineering skills. Telmate, a leading corrections technology provider, led the engineering portion of the workshop. And sales engineer and Telmate Cares volunteer Danny Martinez showed the kids the insides of a computer.

“I was impressed by the engagement and interest from the kids,” Martinez said. “I feel fortunate to have been given an opportunity to impart my knowledge and give them hands-on experience.”

Each month, two volunteers like Martinez lead similar classes as part of Telmate’s community outreach initiative, called Telmate Cares. Past volunteers have already spearheaded professional development classes like: Coding 101; Job Interview Basics; and Developing a Professional Brand.

Law enforcement recording inmates to gather intelligence

CHICAGO (FOX 32 News) – A tool designed to help keep jails safer is proving to do a lot more than that for law enforcement.

FOX 32 News received an inside look at how the device is being used to gather information on bad guys.

Inside the Lake County Indiana jail, inmates are talking and law enforcement is listening. Authorities are recording every single video visitation or phone call, except when inmates are with lawyers.

FOX 32: So you know not to say anything that you don’t want law enforcement to hear?

“Exactly, exactly,” said inmate Jaray McCord.

FOX 32: Yet is still doesn’t surprise you that people talk about stuff they shouldn’t?

“Everybody’s not smart in this world, so it really doesn’t surprise me,” McCord added.

But for the Lake County Indiana Sheriff’s Department, the Telmate system has provided a ton of intelligence about inmates and their criminal connections on the outside through the phone and video calls they make.

“Anytime anybody goes to find information on anybody, they immediately go to Facebook because everybody’s posting everything. This is kind of an internal criminal network that you could associate it with being as close to Facebook as you can get for criminals,” said Jamie Harris of the Lake County Indiana Sheriff’s Department.

Every inmate is warned about the recordings.

“Still it’s amazing that the information that we do receive, the intelligence that we do gather from these individuals, from the inmates,” said Sheriff John Boncich.

Herman Banks was arrested last year after running from the cops. He tossed a 40 caliber weapon into an empty lot in Gary, but authorities didn’t know that until Banks called a friend to go retrieve the weapon.

“Fortunately in law enforcement we don’t always deal with the smartest criminals so sometimes they make our jobs just a little easier,” Harris added.

Police have also taken suspected criminals off the street when they’ve shown up to visit inmates.

“All the visitors have to be screened before they can be put on the list for the video visitation. Amazing thing we’ve arrested so many people who’ve come in to visits that have active warrants,” Boncich said.

On April 18, 2015, over 100 men and women in law enforcement and corrections came together as part of the first annual Telmate Heroes Dinner.

Kicking off the American Jail Association Conference in Charlotte, North Carolina, Telmate hosted the event to celebrate the past year’s Telmate Heroes award recipients. They include:

Sorensen kicked off the event with a heartfelt candle lighting ceremony to symbolize the contagious nature of hope and how each individual can make a far reaching difference in another person’s life. With full audience participation, Sorensen proved how the light from one candle can quickly be passed to many others to turn a dark room into one filled with light and hope.

Guests were moved by the emotional tribute to law enforcement from keynote speaker Swanson, who spoke about the “unsung heroes” from her life, and her respect and gratitude for the heroism shown day in and day out by those brave and dedicated individuals working in corrections.

Visitors, awardees and guests were all deeply touched by the outpouring of gratitude among the crowd.

“This event nailed it on the head,” said Hero award recipient Jamie Harris, Detective Sergeant from Lake County, IN.

“Thank you for taking the time to recognize all of the unsung heroes in the field of corrections and inviting me to a wonderful evening to kick off the 34th AJA Conference,” added Lt. Gene Coppinger #1105, CJM of the Hamilton County Sheriff’s Office.

“Having been in the corrections industry for over 12 years, I have witnessed public service at its finest,” O’Neil said. “Here at Telmate, we are a tech company and we build innovative technologies to feature at events. But tonight was about these heroes who make a difference day in and day out.”

Telmate Gives Back and Gives Kids Anti-Bullying Message

ONTARIO, OR – May 15, 2015 – Telmate Network Integrator, Sam Valdez was more than happy to take an afternoon to bring his anti-bullying message to the students of the Boys & Girls Club of Western Treasure Valley. Sam is part of a growing number of Telmate employees that eagerly volunteer their time each month to teach or train a dedicated group of B&G participants as part of the “Telmate Cares” community outreach program.

But it wasn’t talking about the details of network troubleshooting out in the field, and in the cloud that Sam was excited about. Rather, it was the opportunity to teach the kids a class in anti-bullying, a subject that’s very real for him.

“I have personal experience with being bullied in school when I was younger,” said Valdez, “and I thought it would be an easy way to connect with these kids.” During the class, he introduced himself with a live, “Draw My Life” session, using stick figure storytelling. After that he showed a Cartoon Network video called “Stop Bullying: Speak Up Special,” followed by a Q&A session.

Valdez was interested in volunteering at the Boys & Girls club because he worked there before becoming a part of the Telmate team and wanted to share something valuable to help the kids grow — in the same way he was helped. “It’s a safe environment to be themselves and learn right from wrong,” Valdez said.

He was impressed by how they reacted to the class. They seemed to know how to navigate around bullying. And that’s a positive thing. Because when Valdez was their age, he had nowhere to turn to.

According to Executive Director of the B&G Club of Western Treasure Valley, Matt Sorensen, “Each individual can make a far-reaching difference in another person’s life.” By providing positive volunteers like Valdez, Telmate consistently works on boosting the morale of the Boys & Girls Club and its members, and ultimately, taking the extra step to help reduce recidivism at its core.
